Illinois pool permit requirements
The state-level rules your drawings are checked against. Cities and counties can add local amendments, so send the jurisdiction with your enquiry.
- Residential code
- No state-enforced residential code; since January 1, 2025 (Public Act 103-0510) any local building code must meet IRC structural minimums from a recent ICC edition, and where no local code exists the IRC applies to new homes under the Illinois Residential Building Code Act.
- Pool barriers
- No state statute for private residential pool barriers; barrier requirements are set by municipal or county ordinance.
- Contractor licensing
- No statewide license for residential pool contractors (Illinois licenses roofers and plumbers but not general or pool contractors); licensing and registration are local, for example in Chicago.
- Public pools
- Illinois Department of Public Health enforces the Swimming Facility Code, 77 Ill. Adm. Code 820, under the Swimming Facility Act (210 ILCS 125), with plan approval required before construction.
- Engineer licensing
- Illinois Department of Financial and Professional Regulation (IDFPR), advised by the State Board of Professional Engineers
Frequently Asked
Is there a statewide pool code for residential pools in Illinois?
No. Illinois has no state residential pool barrier statute. Since 2025 local building codes must meet IRC structural minimums, but pool barriers, setbacks and permit submittals are set by each municipality or county.
Who approves plans for a community or HOA pool in Illinois?
The Illinois Department of Public Health reviews swimming facility plans under 77 Ill. Adm. Code 820. Review takes about eight weeks, and an incomplete submission restarts the clock, so a complete engineered package matters.
Are your Illinois pool plans sealed by a Illinois-licensed engineer?
Yes. A Professional Engineer licensed in Illinois reviews the package, takes responsible charge and applies their seal. You receive a submission-ready set for your Illinois jurisdiction.
