Oregon pool permit requirements
The state-level rules your drawings are checked against. Cities and counties can add local amendments, so send the jurisdiction with your enquiry.
- Residential code
- Oregon Residential Specialty Code, mandatory statewide (Building Codes Division, OAR 918-480-0005): the 2026 ORSC based on the 2024 IRC took effect October 1, 2026 and is mandatory April 1, 2027; the 2023 ORSC (2021 IRC) may be used until then.
- Pool barriers
- Regulated statewide by the ORSC: pool barrier fences need a building permit everywhere in Oregon, and the 2026 ORSC Oregon amendment requires residential pool barriers to comply with ISPSC Section 305.
- Contractor licensing
- Oregon Construction Contractors Board (CCB) license required for anyone building pools for pay; residential pool builders typically hold a Residential Specialty Contractor endorsement.
- Public pools
- Oregon Health Authority, Public Pool and Tourist Facility Program: OAR 333-060-1000 (design standards and construction) and OAR 333-062-1000 (operation), which replaced the old divisions 060 and 062 in April 2025.
- Engineer licensing
- Oregon State Board of Examiners for Engineering and Land Surveying
